Subject:- Hiring of contractual staff for setting of Addiction Treatment Facility (ATF) under National Drugs Dependence Treatment Centre for District Hospital Ramban.

विषय:- जिला अस्पताल रामबन के लिए राष्ट्रीय औषधि निर्भरता उपचार केंद्र के तहत व्यसन उपचार सुविधा (ATF) की स्थापना के लिए संविदात्मक कर्मचारियों की नियुक्ति।

As approved by the Chairman District Health Society (District Development Commissioner) Ramban vide order No:- DDCR/Plg/2025-26/741-743 dated 21-04-2026 and direction received from Vice Chairman District Health Society (Chief Medical Officer) Ramban vide letter No:- CMO/Rbn/2026-27/428-30 dated 21-04-2026 and letter of approval issued by National Drugs Dependence treatment Centre, AIIMS, New Delhi, dated 22-12-2023.

Applications are hereby invited from eligible candidates of District Ramban for engagement against the below mentioned posts of Addiction treatment facility at District Hospital Ramban under national Drug Dependence Treatment Centre (NDDTC) implemented by all India institute of Medical Science (AIIMS) initially for a period of one year (2026-2027) extendable on yearly basis subject to good performance and conduct or till the continuation of centrally sponsored scheme, whichever is earlier.

जैसा कि अध्यक्ष जिला स्वास्थ्य सोसायटी (जिला विकास आयुक्त) रामबन द्वारा आदेश संख्या: DDCR/Plg/2025-26/741-743 दिनांक 21-04-2026 के माध्यम से अनुमोदित किया गया है और उपाध्यक्ष जिला स्वास्थ्य सोसायटी (मुख्य चिकित्सा अधिकारी) रामबन से पत्र संख्या:

CMO/Rbn/2026-27/428-30 दिनांक 21-04-2026 के माध्यम से प्राप्त निर्देश और राष्ट्रीय औषधि निर्भरता उपचार केंद्र, एम्स, नई दिल्ली द्वारा जारी स्वीकृति पत्र दिनांक 22-12-2023 के अनुसार। अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स) द्वारा कार्यान्वित राष्ट्रीय औषधि निर्भरता उपचार केंद्र (NDDTC) के तहत जिला अस्पताल रामबन में व्यसन उपचार सुविधा के नीचे उल्लिखित पदों पर नियुक्ति के लिए जिला रामबन के पात्र उम्मीदवारों से आवेदन आमंत्रित किए जाते हैं, जो शुरू में एक वर्ष (2026-2027) की अवधि के लिए होंगे, जिसे अच्छे प्रदर्शन और आचरण के अधीन वार्षिक आधार पर बढ़ाया जा सकता है या केंद्र प्रायोजित योजना के जारी रहने तक, जो भी पहले हो।

Note:- The candidates will be called for the viva voice on the basis of 01:5 ratio.

नोट:- उम्मीदवारों को 01:5 के अनुपात के आधार पर मौखिक परीक्षा के लिए बुलाया जाएगा।

Terms & Conditions.
I) The Candidate must be domicile of District Ramban.
II) The advertisement notice and the prescribed application form can be downloaded from the NIC Ramban and can also be collected from the Office of the Medical Superintendent DH Ramban.

III) Application form on prescribed format enclosed in Annexure “A” should be submitted to the office of the Medical Superintendent District Hospital Ramban personally or through representative on or before 04-07-2026 w.e.f date of notification of advertisement, Medical Superintendent DH Ramban will not be responsible for any delay in receiving of forms. No application form shall be accepted after the cut of Date i.e. 04-07-2026 upto 04:00 PM.

IV) The Consolidated Honorarium per month shall be inclusive of all allowances and benefits to be conveyed by NDDTC, New Delhi.
V) All Engagements shall be purely on contractual basis and are non transferable.
VI) Initial terms of contract shall be for the remaining period of financial year (2026-27) upto 31 March 2027 or till continuation of centrally sponsored scheme whichever is earlier.
VII) The Posts are contractual and do not confer any right for the selected candidate to the permanent absorption in the department.
VIII) Services can be terminated on account of non/Poor performance without any notice keeping in view the public Health importance of the programme.

IX) The office shall not be responsible for inconvenience caused to anybody due to Misleading/ false information made available by any other websites(S)
X) No TA/DA will be admissible to the candidates coming for interview/written test.
XI) The Selected candidates have to furnish an affidavit to the effect that they will not claim continuation/regularization/absorption in the department against the post beyond stipulated time period.

XII) Attested true copies of the following certificates are to be attached with the application form:
1. Date of Birth Certificate.
2. Domicile/Permanent Resident Certificate.
3. Educational/Technical qualification certificates prescribed for the post.
4. Certificate of Higher/ additional qualification if any.

5. Mark Sheet of prescribed qualification.
XIII) Any application form found deficient in any respect shall be rejected without any Intimation.
XIV) Candidates will be short listed for the viva at the ratio of 1:05.
XV) If the applicant less than 05 no screening test shall be conducted for the said post.
XVI) Application can be rejected by the screening committee if found not failing in the required criteria.

नियम और शर्तें। I) उम्मीदवार को जिला रामबन का मूल निवासी होना चाहिए। II) विज्ञापन सूचना और निर्धारित आवेदन पत्र एनआईसी रामबन से डाउनलोड किया जा सकता है और चिकित्सा अधीक्षक डीएच रामबन के कार्यालय से भी एकत्र किया जा सकता है।

III) अनुबंध “ए” में संलग्न निर्धारित प्रारूप पर आवेदन पत्र जिला अस्पताल रामबन के चिकित्सा अधीक्षक के कार्यालय में व्यक्तिगत रूप से या प्रतिनिधि के माध्यम से विज्ञापन की अधिसूचना की तिथि से 04-07-2026 को या उससे पहले जमा किया जाना चाहिए। चिकित्सा अधीक्षक डीएच रामबन फॉर्म प्राप्त करने में किसी भी देरी के लिए जिम्मेदार नहीं होंगे। अंतिम तिथि यानी 04-07-2026 अपराह्न 04:00 बजे के बाद कोई भी आवेदन पत्र स्वीकार नहीं किया जाएगा।

IV) प्रति माह समेकित मानदेय में एनडीडीटीसी, नई दिल्ली द्वारा बताए जाने वाले सभी भत्ते और लाभ शामिल होंगे। V) सभी नियुक्तियां विशुद्ध रूप से संविदात्मक आधार पर होंगी और गैर-हस्तांतरणीय हैं। VI) अनुबंध की प्रारंभिक शर्तें वित्तीय वर्ष (2026-27) की शेष अवधि के लिए 31 मार्च 2027 तक या केंद्र प्रायोजित योजना के जारी रहने तक होंगी, जो भी पहले हो। VII) पद संविदात्मक हैं और चयनित उम्मीदवार को विभाग में स्थायी अवशोषण का कोई अधिकार नहीं देते हैं।

VIII) कार्यक्रम के सार्वजनिक स्वास्थ्य महत्व को ध्यान में रखते हुए बिना किसी नोटिस के खराब प्रदर्शन के कारण सेवाएं समाप्त की जा सकती हैं। IX) किसी अन्य वेबसाइट द्वारा उपलब्ध कराई गई भ्रामक/झूठी जानकारी के कारण किसी को होने वाली असुविधा के लिए कार्यालय जिम्मेदार नहीं होगा। X) साक्षात्कार/लिखित परीक्षा के लिए आने वाले उम्मीदवारों को कोई टीए/डीए स्वीकार्य नहीं होगा। XI) चयनित उम्मीदवारों को इस आशय का एक हलफनामा देना होगा कि वे निर्धारित समय अवधि के बाद विभाग में पद के खिलाफ निरंतरता/नियमितीकरण/अवशोषण का दावा नहीं करेंगे। XII) आवेदन पत्र के साथ निम्नलिखित प्रमाणपत्रों की सत्यापित प्रतियां संलग्न की जानी हैं:

1. जन्म तिथि प्रमाणपत्र। 2. मूल निवासी/स्थायी निवासी प्रमाणपत्र। 3. पद के लिए निर्धारित शैक्षणिक/तकनीकी योग्यता प्रमाणपत्र। 4. यदि कोई हो तो उच्च/अतिरिक्त योग्यता का प्रमाणपत्र। 5. निर्धारित योग्यता की अंक तालिका। XIII) किसी भी संबंध में कम पाए जाने वाले किसी भी आवेदन पत्र को बिना किसी सूचना के खारिज कर दिया जाएगा। XIV) उम्मीदवारों को 1:05 के अनुपात में मौखिक परीक्षा के लिए शॉर्टलिस्ट किया जाएगा। XV) यदि आवेदक 05 से कम हैं तो उक्त पद के लिए कोई स्क्रीनिंग टेस्ट आयोजित नहीं किया जाएगा। XVI) यदि आवश्यक मानदंडों में विफल पाया जाता है तो स्क्रीनिंग कमेटी द्वारा आवेदन को खारिज किया जा सकता है।
