Total Vacancies of Member (Female): 04 (Four) @ one in each District Consumer Disputes Redressal Commission- Anantnag, Kupwara,

Udhampur & Jammu.

(Note: Only female candidates can apply).

1. Qualification:-

The applicant should:-

1) Not be less than 35 years of age on the date of notification of the advertisement;

11 ) Possess a Bachelor’s degree from a recognized University;

iii) Be person of ability, integrity and standing, and having special knowledge and professional experience of not less than 10 years in Con-sumer Affairs, Law, Public Affairs, Administration, Economics, Commerce, Industries, Finance, Management, Engineering, Technology, Public Health or Medicine.

Disqualifications 2.

The applicant shall be disqualified for appointment as a Member, if she

iv) has been convicted and sentenced to imprisonment for an offence which involves moral turpitude; or

v) is adjudged to be insolvent; or

vi) is of unsound mind and stands so declared by a competent court; or

vii) has been removed or dismissed from service of the State Government or the Central Government or a body corporate owned or controlled by such Government; or

1) has, in the opinion of the State Government, such financial or other interest as is likely to affect prejudicially the discharge by her of her

functions as a member.

3. Terms & Conditions:-

1) The appointment shall be made under the provisions of the ‘Consumer Protection Act, 2019’ and the ‘Consumer Protection (Qualification for appointment, method of recruitment, procedure of appointment, term of office, resignation and removal of the President and members of the State Commission and District Commission) Rules, 2020’as amended from time to time and subject to outcome of civil Appeal (SLP (Civil) No. 25612 of 2023; Ganesh Kumar Rajeshwarrao Selukar & Ors. Vs Mahendra Bhaskar Limaye & Ors. & connected matters)

pending for consideration of Hon’ble Supreme Court.

11) The appointment is subject to submission of an undertaking by the candidate that she does not and will not have any such financial or

other interest as are likely to affect prejudicially her functions as Member of the District Commission. iii) The Member shall receive salary and allowances and their terms and conditions of services shall be as per the rules notified by the Gov-ernment in this regard.

iv) The Member of a District Commission shall hold Office for a term of four years or upto the age of 65 years whichever is earlier. V) Every appointment of a Member shall be subject to submission of a certificate of Physical fitness signed by a Civil Surgeon or Chief Med-

ical Officer to her medical fitness.

4. Declaration of Financial and Other Interest- A Member before entering upon her office shall declare her assets and liabilities. Oath of Office and Secrecy – Every person appointed as Member before entering upon her office shall take an oath of office and secrecy

in Form I and II.

6. No TA/DA-is admissible for attending any test or interview in this connection, if conducted by the Selection Committee.

. Procedure of Appointment:

The appointment of Members of the District Commission shall be made on the basis of the performance in written test consisting of two papers of 100 marks each and 50 marks for viva-voce. The written test consisting of two papers will be as per the following schemes:-

a) One essay on topics chosen from issues on trade and commerce consumer related issues or Public Affairs.

(b) One case study of a consumer case for testing the abilities of analysis and

The qualifying marks in each paper shall be 50 per cent and there shall be viva-voce of 50 marks.

8. important instructions Before Applying:-a)

Applications are accordingly invited in the attached form from the desirous candidate which shall be submitted only digitally through an e-mail by attaching the duly filled application form in PDF format at the given e-mail address:-

) The Registrar Recruitment shall duly acknowledge the receipt of every application through a return mail.

c) Applications incomplete or lacking in any details as asked for and those received after the cutoff date will be rejected, summarily. Any qualification/experience acquired after last date of receipt/submission of online Application Forms i.e. 15.05.2025 shall not be taken into account for any purpose.

d) A fee of Rs. 1000/- (One Thousand only) per application has to be deposited in the Account Number “Registrar Recruitment (Secretary to the Selection Committee)”, in the shape of a Demand Draft (DD). The receipt of Demand Draft shall be the only enclosure to be at-

tached with the duly filled application form in PDF. The Fee deposited shall be non-refundable. e) It is clarified that multiple applications have to be submitted in case a candidate wants to apply for multiple District Commissions. Separate

Fee is to be submitted for each application.

f) Candidates are not required to submit any document along with the Application Form, except for the receipt of Demand Draft. Original documents/testimonials will be seen only when specifically called for Viva by the Selection Committee, at a later stage.

g) Serving (In-service) candidates should apply through proper channel viz the concerned Head of Department. In the event of failure of the candidate to route the application through proper channel, her eligibility shall be assessed as if she is not an in-service candidate. h) The salary and other terms and conditions of service of candidate will be governed by the provisions of the Jammu & Kashmir Consumer

Protection (Salary, Allowances & Conditions of Service of President and Members of the State Commission & District Commission) Rules,

2021 notified vide S.O. 355 dated 18.10.2021. 1) The date of examination & subsequent viva-voce shall be notified separately, regarding which publicity shall be given through print, electronic media and official website https://www.jkhighcourt.nic.in of the High Court of J&K and Ladakh.

The Selection Committee reserves the right to cancel the advertisement at any time without assigning any reason(s) or issue any clarifi-cation at any later stage, if required.
