Applications are invited for engagement of Aspirational Block (AB) Fellow, on contractual basis for a period of 01 year to work in Block Reran of District Kupwara.

1.Post-Graduation in any discipline from a recognized institution.

2.Should possess data analysis and presentation skills.

3.Should be conversant with use of Social media.

4.Should possess Project Management Skills.

5.Experience of working/Intemship with a development organization.

6.Self-drive with good communication skills.

7. Knowing the local language of the respective Aspirational Block is a requirement for Aspirational Block Fellow.

8. Well conversant with English, Hindi, Urdu and local Language as the work requires field level interaction.

9. Preference with be given to the Candidate who have completed their Higher Education in Development/ Rural Stream.

10. Should be a domicile of UT of J&K,

Age Limit: Minimum = 21 Years & Maximum = 40 Years.

Remuneration: The Engagee Aspirational Block Fellow will get stipend @Rs. 55,000/- per month. How to Apply: Applicants should submit their applications in the prescribed format as per the notification by enclosing the relevant copies of certificates by or before 23/12/2023 in the Office of Joint Director Planning, D. C. Office Kupwara, Pincode: 193222.

23.12.2023, Selection Process: The selection shall be based on:

1.Weightage to Academic Merit in minimum eligible qualifications (i.e. Post-Graduation) on pro-rata basis: 80 Points.

2.Viva-Voce: 20 Points.

3. The shortlisted candidates (@ 1:5 ratio) will be called for viva-voce after the scrutiny of application forms and documents.

4.The interview will be held on 28.12.2023.

Tenure of AB Fellow: The tenure of Aspirational Block Fellow will initially for a span of One-year If The Programme allows for one-year extension of the fellowship, contingent upon the fellow’s satisfactory performance and demonstration of contributions to

the programme s objective. Role & Responsibility of Aspirational Block Fellow:

The Aspirational Block Fellow will be positioned as critical link between Block Level Officials and NITI Aayog Gol Their Primary responsibilities will include:

1.Will assist the District and Block Administration in implementation of Aspirational Block Programme.

2.Collaborating with Block Level Officials to design and execute development strategies aligned with ABP thematic areas. 3.Conducting regular field visits to assess project implementation, address challenges and collect ground-level insights to ensure

that the interventions are response to people s needs and demands.

4.Analyzing data and providing evidence-based recommendations to District Level Officials to optimize developmental initiatives. 5.Organizing workshops, awareness campaigns and skill building programs to empower the local community.

6. Keeping States and NITI Aayog abreast with the issues, challenges and need for support.

7. Help in the documentation of good governance practices.

8. 9.To attend the training programmes conduct by NITI Aayog, UT Govt, or District. 10.To send reports at regular intervals to the District Development Commissioner/Joint Director Planning/Block Development

Use and updating of the ABP Portal to assess the performance of the Block and communicate to all the Block level officials.

Officer/UT Nodal Officer/ NITI Aayog regarding the performance of the block on monthly basis. 11.To work under the overall guidance of the District Development Commissioner/Joint Director Planning/District level implemen-

tation and monitoring committee.

Conditions:

1. The selection of the post is purely based on merit.

2.This recruitment is purely on contractual basis. The applicants can’t have any right to claim for continuance in the post and the selected candidates can be terminated from contract without giving any notice, even in the middle of the contract period. 3. The District Development Commissioner Kupwara reserves the right to cancel this notification without any prior notice or

intimation to the applicant, which can’t be challenged in any court.

4. The applicant shall provide all the requisite original document at the time of certificates/ 5. The engagee does not have any right to claim any TA, DA or any other allowances, applicable to the Government Employee’s.

6. The engagee does not have any right to claim for regularization of their services.

7.The decision of the Interview Board in selecting the fellow will be final.

8.The District Development Commissioner Kupwara has the full authority to cancel the deployment of the personnel on any ground, which is against the spirit of the Aspirational Block Program guidelines issued by the Government of India.

9.No applications shall be entertained after the last date. 10.The ABP Fellow engaged have to reside in the respective block area.
