CENTRAL ELECTRICITY REGULATORY COMMISSION

The Central Electricity Regulatory Commission (CERC), located at the 8th Floor, Tower-B, World Trade Centre, Nauroji Nagar, New Delhi 110029, has issued a notice dated 15th October, 2025, for the “Engagement of Staff Consultants in CERC”. This is in accordance with the CERC (Appointment of Consultants) (Amendment) Regulation, 2010. The Staff Consultants are proposed to be engaged to assist and augment the work of the Commission, strengthen Policy, Regulation, and Market Research, and help in the discharge of its multifarious functions, which have significantly enlarged since the enactment of the Electricity Act, 2003.

The statutory functions of CERC include: regulating the tariff of generating companies; regulating inter-State transmission and determining its tariff; issuing transmission and trading licenses; adjudicating disputes; specifying and enforcing standards for quality, continuity, and reliability of service by licensees; and fixing the trading margin in inter-State trading of electricity.

Vacancy Details and Scope of Work

CERC is engaging Staff Consultants across its Engineering, Economics, and Accounts Divisions.

Scope of Work for Staff Consultant:

* ENGINEERING DIVISION & RESEARCH WING: Matters related to tariff (tariff petitions, review petitions, truing up petitions) for Thermal, Hydro, and Transmission assets; Engineering/Technical analysis; Power system studies related to sharing of inter-State transmission charges and losses; Scrutinizing applications for inter-state transmission licenses; and undertaking various studies and analyses.

* ECONOMICS DIVISION: Economic analysis and research related to power sector issues (tariffs, markets, fuel availability, open access, etc.); preparation of weekly, monthly, and annual reports on short-term transactions of electricity; monitoring of compliance with trading license/margin regulations; and work related to Market Surveillance and Oversight of power markets.

* ACCOUNTS DIVISION: Knowledge of Accounting Standards, preparation and finalization of Financial Statements of autonomous bodies/PSUs; working knowledge of MIS, preparation of various reconciliations including BRS; and knowledge of Income Tax rules & regulations, filing of GST & TDS Returns.

Engineering Division & Research Wing

Experience: Post-qualification experience of more than eight years in the field of hydro or thermal generation or transmission or power system planning and load flow studies. Preference is given to Electrical or Mechanical Engineering qualifications. |

| Research Officer (Engg.) / Research Officer (Research Wing) | Qualifications: Graduate/ Diploma holders in Engineering or equivalent. Master’s in Engineering/Power Management is an added advantage. Experience: Post-qualification experience of more than four years (more than seven years for Diploma Holders) in the relevant fields. |

| Research Associate (Engg.) | Qualifications: Graduate/ Diploma holders in Engineering or equivalent. Experience: Post-qualification experience of zero to three years (more than six years for Diploma holders) in the relevant fields. |

Economics Division

Accounts Division

| Research Associate (Accounts) | Qualification: Chartered Accountant. Experience: 0-3 years’ experience in Accounting and Taxation matters. Preference for individuals having working experience in Govt / Autonomous Bodies in Accounting/ Taxation matters. |

Note: Monthly fee paid shall be excluding G.S.T, if applicable. Consolidated salary shall be fixed taking into consideration the average salary drawn during the last three months in immediate previous employment.

General Terms and Conditions

* Duration of Contract: The engagement shall be for a period of two years, extendable for up to one year on each occasion, limited to a total of four years at the maximum.

* Performance-Related Pay: Staff consultants of the Engineering/Research Wing and Economic Division shall be entitled to performance-related variable pay of up to 40% of the Monthly fee.

* Termination: The agreement is liable to be terminated by either party by giving one month’s notice or one month’s consolidated professional fees in lieu of such notice. Consultants leaving CERC within one year may have to serve three months’ notice or three months’ consolidated professional fees in lieu of such notice.

* Leave: Staff Consultants are entitled to fifteen (15) days leave in a calendar year (January to December), credited in advance quarterly. Unutilized leave is not en-cashable or carried forward.

Selection Process and How to Apply

The selection process is primarily through interaction. However, a written examination may be conducted, if required, and will include report writing and a presentation on a given topic on the spot. The final selection will be based on the combined score of qualification, experience, written examination, and interaction.
