The Directorate of Agriculture Jammu, under the Agriculture Production Department (APD), Government of Jammu & Kashmir, invites applications for the position of Procurement Officer under JKCIP (Jammu and Kashmir Competitiveness Improvement Project).
The engagement will be contractual, initially for one year, extendable based on performance and project requirements.

Background

The JKCIP Project aims to enhance agricultural productivity, economic resilience, and sustainability among smallholder farmers in J&K.
It focuses on value addition, promoting climate-smart agriculture, and enterprise development, targeting high-value crops such as Basmati, Saffron, Kala Zeera, Hill Garlic, and others — making agriculture in J&K more competitive and sustainable.

Job Description

Develop and manage procurement plans aligned with IFAD Procurement Regulations.
Prepare bidding documents, RFPs, evaluation reports, and contracts.
Supervise procurement of goods, works, and consultancy services.
Monitor contract execution and manage supplier relationships.
Facilitate capacity-building initiatives in procurement processes.

Selection Criteria & Evaluation

Criteria	Details
Educational Qualifications	Graduate degree in Commerce, Business, Finance, Management, or related subjects. Certification in Purchasing Management/Procurement Systems. Procurement training from national-level institutes in IFI-financed projects desirable.
Professional Experience	Minimum 5 years post-qualification experience in procurement roles (Govt./Private sector). At least 1 year in middle management handling public procurement in IFAD/World Bank/ADB-funded projects.
Key Skills	Knowledge of GFR 2017 and Government procurement guidelines. Experience in e-procurement, contract management, and procurement of goods/services. Excellent communication and interpersonal skills.
Knowledge of Policies	Familiarity with IFAD/World Bank Procurement Regulations, Environmental and Social Standards, and Anti-Corruption Guidelines.
Age Limit	Not more than 55 years as on the application deadline.

Professional Experience	40 Marks
Interview & Presentation	20 Marks
Total	100 Marks

Minimum qualifying marks: 55/100
In case of tie: Preference given based on interview score.

No TA/DA will be paid.

Remuneration & Payment Terms

Monthly remuneration: Up to ₹0.80 lakh
Paid on a pro-rata basis against attendance and deployment.
TDS applicable as per Income Tax rules.

Key Engagement Terms

Working hours and leaves as per Directorate norms. (15 days annual leave including 6 sick leaves)
Monthly/quarterly deliverables to be assigned by Director/Nodal Officer.
Contract may be terminated anytime for non-performance, breach, or redundancy.
Office space, computer, and internet will be provided.
Travel allowance for official visits as per norms.
The contract is purely temporary and does not guarantee future employment.
Either party may terminate with one-month notice or salary in lieu.
Candidate must be physically and mentally fit.
