Subject: Advertisement for the post of Senior Resident/Registrar/Tutor/Demonstrator in terms of Government Order No. 383 JK (HME) of 2024 dated 20-06-2024 at Government Medical College Baramulla.

विषय: राजकीय मेडिकल कॉलेज बारामुल्ला में सरकारी आदेश संख्या 383 JK (HME) of 2024 दिनांक 20-06-2024 के तहत सीनियर रेजिडेंट/रजिस्ट्रार/ट्यूटर/डिमॉन्स्ट्रेटर के पद के लिए विज्ञापन।

Applications through online mode are invited from eligible candidates, for filling up of vacant / likely to be vacant posts of Senior Residents / Registrars / Tutor / Demonstrator in the following Department/s of Govt. Medical College Baramulla, initially for a period of 01 year extendable up-to a maximum of 03 years on the basis of satisfactory work conduct/performance as reported by the concerned Head of the Department.

MODE OF SELECTION:

चयन का तरीका:

Selection of the candidates shall be made on the basis of the performance in the MCQ based written test (Strictly as per the criteria specified under Government Order No 383 – JK (HME) of 2024 dated 20-06-2024). However, the dates and other details of written examination shall be communicated separately in due course of time on the official website of Government Medical College Baramulla.

उम्मीदवारों का चयन एमसीक्यू (MCQ) आधारित लिखित परीक्षा में प्रदर्शन के आधार पर किया जाएगा (कड़ाई से सरकारी आदेश संख्या 383 – JK (HME) of 2024 दिनांक 20-06-2024 के तहत निर्दिष्ट मानदंडों के अनुसार)। हालांकि, लिखित परीक्षा की तारीखें और अन्य विवरण उचित समय पर राजकीय मेडिकल कॉलेज बारामुल्ला की आधिकारिक वेबसाइट पर अलग से सूचित किए जाएंगे।

REQUISITE DOCUMENTS / TESTIMONIALS:

Online applications complete in all respects must be accompanied along with the following requisite documents:

1. Date of Birth Certificate.
2. MBBS Degree or Equivalent degree.
3. Marks Cards of all Professional Examinations.
4. State/MCI/NMC Registration Certificates.
5. Post-Graduate Degree Certificate.
6. Additional Qualification Registration Certificate issued by JKMC.
7. Higher Qualification Certificate (D.M/M.Ch.) (as admissible).
8. Affidavit duly attested by the first class judicial magistrate (Formats enclosed as Annexure A and Annexure B).
9. In-Service / PSC candidates: Must submit the NOC for undergoing senior residency/Tenure posting from the parent department through online mode at the time of form submission. Additionally, the hard copy of the same shall also be submitted in the office of Administrative Officer GMC Baramulla before the last date of form submission, failing which the application form(s) shall not be entertained and cancelled without any notice.

TERMS AND CONDITIONS:

नियम एवं शर्तें:

1. Fresh candidates not having done Senior Residency earlier (for a period of 03 years or more) are eligible for the said post/s. Candidates who have already done senior residency earlier may also apply for the post/s; however, their application forms/candidature shall be considered only subject to the non-availability of the proper PG/MD/MS candidates and such candidates shall be appointed initially for a period of 06 months or till the posts get filled by proper PG/MD/MS candidates (whichever is earlier).
2. The Eligibility /Candidature of In-Service candidates shall be subject to fulfillment of all the pre-requisites, in accordance with the relevant rules, as envisaged in the J&K Civil Service Rules 1979 and providing of NOC from the parent department as envisaged in the circular No. 03- HME of 2019 dated 27-05-2019.
3. Pursuant to the Government Order No. 383-JK (HME) OF 2024 DATED 20-06-2024, the eligibility criteria and the upper age limit shall be strictly as per the recent Teachers Eligibility Qualifications in Medical Institutions Regulations of NMC.
4. Mere submission of the Documents/Certificates shall not be considered as final; candidature of any candidate is provisional and is subject to cancellation, Ab-initio, if found ineligible by any means at any stage of recruitment process / selection by the designated committee for the purpose/competent authority.
5. There shall be a waiting list, which shall remain in force for a period of 03 months from the date of issue of the selection list.
6. The engages shall not be entitled to private practice or undertake simultaneous part time / full time job anywhere else. He / She shall work on Full time basis.
7. The selected candidates shall not leave the department before completion of his/her sanctioned tenure failing which the security deposit shall be forfeited and no experience certificate shall be issue.
8. The first month’s salary shall be kept as security deposit by the institution and shall be paid only after the successful completion of tenure by the candidate.
9. The Competent Authority reserves the right of any amendment, cancellation and changes in the number of vacancies without assigning any reason or advance notice.
10. The candidates in their own interest are directed to go through the advertisement notice thoroughly and submit the application forms accordingly. Any application form found incomplete by any means can be cancelled without any prior notice.
11. Incomplete application forms in any respect or not having relevant certificates/documents/affidavit attached therewith shall not be accepted.
12. After the selection of any candidate, his/her Candidature will be subject to the CID Verification.
13. The posts/selection against the posts shall be subject to the outcome of writ petition pending with any court of law.

SPECIAL PROVISIONS FOR NON-PG CANDIDATES:

गैर-पीजी उम्मीदवारों के लिए विशेष प्रावधान:

Note: NON-PG candidates having at least 01 year experience as Junior Resident (in the prescribed specialty) may also apply for the posts. However, their selection / consideration of application form/s shall be subject to the following terms and conditions:

• That they shall be engaged/ selected only if proper PG/MD/MD candidates are not available in the said specialties.
• That they shall be engaged/selected initially for a period of 06 months or till the post/s of senior residents are filled in the specialty by proper PG/MD candidate/s whichever is earlier.
• That they have not worked as non-PG senior resident/s in any institution in the UT of Jammu and Kashmir.

AFFIDAVIT FORMAT FOR SENIOR RESIDENT/REGISTRAR/TUTOR/DEMONSTRATOR (ANNEXURE A)

(To be executed on non-judicial stamp paper duly attested by 1st class Judicial Magistrate)

I _______________ Son/Daughter of _______________ Resident of _______________ applying for the post of _______________ in the department of _______________ do hereby solemnly affirm and declare on oath as under:

1. That the certificates provided by me are genuine to the best of my knowledge, in case any of the certificate found forged or if I am found ineligible for the post by any means, my candidature will be terminated/cancelled without any prior notice at any stage of engagement and necessary actions as per the rules will be initiated against me including the recovery of salary (if served for any tenure period).
2. That I will be engaged initially for a period of 01 year, extendable (subject to work conduct and performance) upto a maximum of 03 years and upon completion of the maximum time period I shall not claim for further extension of tenure in this institution.
3. That if selected I will not leave the department midway before the completion of my sanctioned tenure.
4. That if selected I will not claim for any experience certificate before the completion of the estimated tenure.
5. That I agree to the fact that if selected my first months’ salary will be kept as security deposit with the accounts department and shall be released after the completion of the tenure at the time of my relieving and I shall have no claim for disbursement of security deposit in case of midway resignation and not providing of 01 month prior resignation notice.
6. That I understand the fact that if provisionally selected, my engagement and joining the institution shall be subject to the submission of CID Verification from the relevant department and in case of adverse report from CID or if I leave/resign before the receipt of CID verification, I shall have no claim for experience and salary for the served time period.
7. That if selected I will follow the rules and regulations of the institution and will not indulge in private practice during my tenure stay in this intuition. In case of violation of such rules my services can be terminated and further action as per rules may be initiated against me.
8. That I am a non- PSC candidate and not on rolls of any other institution.
   OR
   That I am PSC-confirmed/in-service candidate and shall also submit NOC from the parent department for undergoing senior residency/tutorship/registrarship (at the time of applying for the post) and relieving from the parent department at the time of joining this institution failing which my candidature / appointment may be terminated at any time of recruitment process/tenure in the institution without any further notice.
9. That I have not done Registrarship /Senior Residency / Tutor / Demonstrator earlier within or outside UT of J&K.

   That I have already worked as senior resident/tutor/demonstrator for a period of _______________ years at _______________ institution and I understand that my application form/ candidature against the post shall be considered only if no Fresh candidate gets available for the post. That I will be engaged as non-PG candidate against the available post of senior resident/TD in the department of _______________ initially for a period of 06 months or till the post/s of senior resident/s/Tutors/Demonstrators in the department gets filled by proper PG/MD candidate (whichever is earlier).
2. That I possess the requisite experience certificate of 01 year or more as junior resident in the specialty I am applying for.
3. That I have not worked as non-PG senior resident in any institution of the UT OF Jammu and Kashmir.
4. That I agree to the fact that if selected my first months’ salary will be kept as security deposit with the accounts department and shall be released after the completion of the tenure at the time of my relieving and I shall have no claim for disbursement of security deposit in case of midway resignation and not providing of 01 month prior resignation notice.
