Subject: Advertisement for Appointment of Chairpersons and Members of the Child Welfare Committee in J&K.
The Government of Jammu & Kashmir intends to constitute Child Welfare Committee (CWC) in every district for exercising the power and for discharge of duties conferred to these Committees in relation to the Children in Need of Care and Protection under the Juvenile Justice (Care and Protection of Children) Act, 2015 in consonance with the provisions contained under J&K Juvenile Justice Rule 15 (3) of the Juvenile Justice (Care & Protection of Children) Rules, 2021.
जम्मू-कश्मीर सरकार जेके जुवेनाइल जस्टिस रूल 15 (3) के प्रावधानों के तहत जुवेनाइल जस्टिस (बच्चों की देखभाल और संरक्षण) अधिनियम, 2015 के तहत देखभाल और संरक्षण की आवश्यकता वाले बच्चों के संबंध में इन समितियों को दी गई शक्तियों का प्रयोग करने और कर्तव्यों का पालन करने के लिए प्रत्येक जिले में बाल कल्याण समिति (सीडब्ल्यूसी) का गठन करने का इरादा रखती है।
Therefore, on behalf of Government of Jammu & Kashmir, Selection Committee, Directorate of Mission Vatsalya, (ICPS) J&K invites applications from eligible and interested persons for appointment as Chairperson (s) and Members (s) of the Child Welfare Committee in the UT of J&K for exercising Powers and for discharging the function of the Committee.

Terms and Conditions:
- The Child Welfare Committee shall consist of a Chairperson and four other members, as the State Government may deem fit to appoint. Among the Members, at least one shall be a woman. The Committee shall function as a Bench and shall exercise the powers vested to a Judicial Magistrate of the First Class under the Code of Criminal Procedure, 1973.
- Candidates who have already served in any of the above positions shall not be eligible for reappointment for a second consecutive term. A Member/Chairperson of the Committee may be appointed for a maximum of two terms, provided that such terms are not continuous.
- The applicant should have attained the age of 35 years and should not have attained the age of 65 years on or before 31-05-2026.
- Selection/Appointment shall be governed in accordance with the provisions of Juvenile Justice (Care and Protection of Children) Act 2015 and the Jammu & Kashmir Juvenile Justice (Care and Protection of Children) Rules 2021.
- The person who will be appointed as Chairperson/Member of Child Welfare Committee shall have a term of only three years from the date of appointment.
- The person who will be appointed shall be paid such sitting allowances as prescribed from time to time under the Jammu & Kashmir Juvenile Justice (Care and Protection of Children) Rules 2021. No other allowance shall be admissible.
- The advertisement is NOT a government Job.
- Cases of misrepresentation/manipulation of records/documents shall be liable for prosecution.
- Incomplete applications or applications received after the stipulated date shall be rejected. The applications of the candidates who do not possess the prescribed qualification shall be rejected.
- Candidates shall submit along with their application, self-attested certificates of all relevant qualifications and certificates of all experiences which they possess. If any qualification certificate or experience certificate is not annexed with the application same will not be considered if produced subsequently.
- The decision of the Selection Committee shall be final in the matter ancillary and incidental to the selection of the applicants as Chairperson and Members of the Child Welfare Committee.
- If a candidate applies for more than one position or for positions in different districts, he/she shall submit separate application forms for each position in each district.
- A Chairperson or member selected by the Selection Committee should:
(i). Beholding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Committee.
(ii). Be辞 associated with any Child Care Institution, directly or indirectly, during his tenure as a member of the Committee or have any other conflict of interest.
(iii). Hold an any office in any political party during his/her tenure.

Application Procedure & Security Protocols
Candidates are required to submit a printed hard copy of the duly filled application form, along with self-attested copies of all relevant certificates and supporting documents, in a sealed envelope to the concerned District Child Protection Unit (DCPU) of their respective district.
In addition, candidates shall submit a scanned copy of the duly filled application form through the official email address of Mission Vatsalya, Jammu & Kashmir, at: md[dot]vatsalya[at]jk[dot]gov[dot]in.
The hard copy as well as the scanned copy of the application form must reach the respective offices on or before 02-07-2026 up to 4:00 PM. Applications received after the prescribed date and time shall not be entertained.
