The appointments shall be governed by the University Grants Commission (UGC) Regulations / University Statutes / JK CSR (amended from time to time).

02	Deputy Controller of Examinations (Level-12 78800-209200)	UR-01	Essential Qualifications: i) Master’s Degree with at least 55% marks or an equivalent grade in a point scale wherever grading system is followed. ii) Nine years of experience as Assistant Professor in the Academic Level 10 and above with 2 years’ experience in educational administration. OR Comparable experience* in research establishment and/ or other institutions of higher education. * Comparable experience at position carrying the same Pay level as that of Assistant Professor. OR Five years of administrative experience as Assistant Registrar/ Assistant Finance officer or an equivalent post **. **Equivalent post is one carrying same Pay Level-10 or above. OR Person working in Government or a Public Sector Undertaking and possessing appropriate experience of financial administration / management /accounting procedures with an overall administrative/financial experience of 9 years including five years at a post of Group A level#. # In a grade not lower than E-1 (Executive) in Public Sector Undertakings, or in a grade not lower than Junior Management grade Scale-I (Probationary Officer) or equivalent in Public Sector Banks/Financial Institutions. In PSUs, all Executive level posts i.e. Board level executives and managerial level posts would be treated as equivalent to group ‘A’. Desirable qualifications i) Master’s degree in Law / Management / Human Resource Management/Public Administration/Engineering with 60% marks and above or an equivalent grade. ii) Well versed with the University Statutes, UGC Regulations, Service Laws and Codal Procedures. iii) Good Knowledge of rules / regulations of Universities / Research & Development Institutions and NEP2020 iv) Experience of working with University ERP / University Management System. v) Communication skills both oral and written in handling areas of personal administration/ academics/ examination in reputed institutions/organizations. vi) A good Knowledge / proficiency in the use of Computer Applications.
03	Executive Engineer (Civil) Level-11 (67700-208700)	UR01	Essential i) Bachelor’s degree in appropriate branch of Engineering with a minimum of 55% marks or equivalent Grade Point Average from a recognized University, possessing good working knowledge. ii) 12 years of experience in designing systems and construction of buildings, roads, sanitary and water supply systems including their maintenance as Assistant Engineer. Or At least 05 years administrative experience in a responsible position in a government organization or University/Research Institution of Higher Learning/ reputed Public Sector Undertaking as Assistant Executive Engineer. Well conversant with contract law and CPWD/PWD accounting procedure’
04	Assistant Registrar (Level -10 (56100-177500)	UR-01	Essential I. Master’s Degree with at least 55% of the marks or its equivalent grade of ‘B’ in the UGC 7-point scale from a recognized University along with good academic record. II. Three years’ administrative experience in a University/ Government/ Semi Government organization Or Three years teaching experience at University Level.
05	Assistant Controller of Examinations (Level -10 (56100-177500)	UR-01	Desirable I. Master’s degree in Journalism & Mass Communication/ Law / Management / Human Resource Management with 60% marks and above or an equivalent grade. II. Communication skill both oral and written. III. A good Knowledge / proficiency in the use of Computer Applications. IV. Good Knowledge of rules / regulations of University/ Research & Development Institutions. V. Experience of working with University ERP / University Management System/Good Knowledge of NEP-2020 / Digital open and Distance Learning /UGC Regulations / Knowledge of University Administration.
06	Assistant Engineer (Electrical) (Level -09 (52700-166700)	UR-01	Essential i. Bachelors’ Degree in appropriate branch of Engineering or equivalent from a recognized University /institute with a minimum of 55% marks or equivalent Grade Point Average. ii. Five years’ experience as Junior Engineer or equivalent. iii. Knowledge of Computer Applications. Desirable i) Communication skill both oral and written. ii) Ability to provide leadership and guidance to the staff/ team.

Shortlisting / Selection Procedure:
1. Depending upon the number of applicants for each position, the University may conduct a written test to shortlist the candidates.

शॉर्टलिस्टिंग / चयन प्रक्रिया:
1. प्रत्येक पद के लिए आवेदकों की संख्या के आधार पर, विश्वविद्यालय उम्मीदवारों को शॉर्टलिस्ट करने के लिए एक लिखित परीक्षा आयोजित कर सकता है।

2. The criteria for shortlisting of candidates for interview for all above posts shall be as follows:
“20 candidates shall be shortlisted for one post and 05 candidates for every additional post”.

GENERAL TERMS AND CONDITIONS/ INSTRUCTIONS:
1. Before applying for the post, candidates are advised to satisfy themselves about their eligibility.
2. For the post of Deputy Controller of Examinations, Executive Engineer, Assistant Registrar, Assistant Controller of Examinations and Assistant Engineer, the applicant shall be domicile of the Jammu and Kashmir.

सामान्य नियम और शर्तें/ निर्देश:
1. पद के लिए आवेदन करने से पहले, उम्मीदवारों को अपनी पात्रता के बारे में खुद को संतुष्ट करने की सलाह दी जाती है।
2. डिप्टी कंट्रोलर ऑफ एग्जामिनेशन, एक्जीक्यूटिव इंजीनियर, असिस्टेंट रजिस्ट्रार, असिस्टेंट कंट्रोलर ऑफ एग्जामिनेशन और असिस्टेंट इंजीनियर के पद के लिए आवेदक को जम्मू और कश्मीर का अधिवासी होना चाहिए।

3. Candidates not fulfilling the eligibility requirements prescribed here-in-above as on the last date prescribed for submission of online application form need not to apply.
4. The candidates are advised to fill up the online application form carefully. Information not provided under the relevant heads / columns shall not be considered.

3. ऑनलाइन आवेदन पत्र जमा करने के लिए निर्धारित अंतिम तिथि तक ऊपर बताए गए पात्रता मानदंडों को पूरा नहीं करने वाले उम्मीदवारों को आवेदन करने की आवश्यकता नहीं है।

5. Candidates are required to apply online through University website www[dot]iust[dot]ac[dot]in No other means/ mode of application will be accepted.

The non-refundable fee of Rs. 1000/- (Rupees One Thousand only) shall have to be deposited as application fee through online mode.
6. Candidates belonging to PWD Category are exempted from payment of the application fee.

ऑनलाइन माध्यम से आवेदन शुल्क के रूप में 1000/- रुपये (केवल एक हजार रुपये) का गैर-रिफंडेबल शुल्क जमा करना होगा।

7. The Candidates applying under various categories shall be required to produce the relevant category certificate/s duly issued by the Competent Authority failing which their candidature shall not be entertained.

8. Hard copy of Application Form complete in all respects duly supported by self-attested copies of all relevant documents, certificates and testimonials shall have to be submitted in the Office of the Registrar by or before the Last Date of submission of hardcopies of the application forms, failing which the Online Application Form submitted by the candidates shall not be considered.

9. The prescribed qualifications and experience are minimum and the mere possession of the same will not entitle a candidate for being called for interview.
10. The in service candidates should forward their application forms through their employer.

11. The terms and conditions governing the service shall be as per the UGC Guidelines / University Statutes / JK CSR with amendments from time to time.
12. Candidates who have been awarded Post Graduate / Ph.D degree from Foreign University should enclose Equivalence Certificate issued by the Association of Indian Universities (AIU), New Delhi without which their candidature will not be considered and application form will be rejected.

12. जिन उम्मीदवारों को विदेशी विश्वविद्यालय से स्नातकोत्तर / पीएच.डी की डिग्री प्रदान की गई है, उन्हें एसोसिएशन ऑफ इंडियन यूनिवर्सिटीज (एआईयू), नई दिल्ली द्वारा जारी समकक्षता प्रमाण पत्र संलग्न करना चाहिए, जिसके बिना उनकी उम्मीदवारी पर विचार नहीं किया जाएगा और आवेदन पत्र खारिज कर दिया जाएगा।

13. The time taken by candidates to acquire PG / M.Phil /Ph.D degree shall not be considered as teaching / research experience. However, the period of active service spent on pursuing Research Degree simultaneously with teaching assignment without taking any kind of leave, shall be counted as teaching experience. The certificate to this effect issued by the Registrar of the Concerned University/Institution shall have to be attached by the candidate to claim for such experience.

14. Eligible candidates will be informed about the date and place of interview through University website / e-mail/ whichever is considered suitable by the University. However, University does not take any responsibility for non-receipt or delayed receipt of the intimation by a candidate.

20. Experience shall be counted as on the last date prescribed for submission of online application form.
21. The University shall verify the antecedents / documents submitted by a candidate at any time of the appointment or during the tenure of the service. In case, it is detected that the documents submitted by the candidate are fake or the candidate has undesirable antecedents and has suppressed any information, his/her service shall be liable for termination abinitio and the University may initiate prosecution under law.

21. विश्वविद्यालय नियुक्ति के किसी भी समय या सेवा के कार्यकाल के दौरान उम्मीदवार द्वारा प्रस्तुत पूर्ववृत्त / दस्तावेजों का सत्यापन करेगा। यदि यह पाया जाता है कि उम्मीदवार द्वारा प्रस्तुत दस्तावेज फर्जी हैं या उम्मीदवार का पूर्ववृत्त अवांछनीय है और उसने कोई जानकारी छिपाई है, तो उसकी सेवा तत्काल प्रभाव से समाप्त की जा सकती है और विश्वविद्यालय कानून के तहत मुकदमा शुरू कर सकता है।

22. The salary of the appointee shall not be released until a satisfactory report about his / her character & antecedents and qualifications/experiences from relevant agencies/institutions is not received.

22. संबंधित एजेंसियों/संस्थानों से उम्मीदवार के चरित्र और पूर्ववृत्त तथा योग्यता/अनुभव के बारे में संतोषजनक रिपोर्ट प्राप्त होने तक नियुक्त व्यक्ति का वेतन जारी नहीं किया जाएगा।

23. The University reserves the right to modify/withdraw/cancel any communication made to the candidate(s) at any stage in the process of selection in case any mistake is detected even after the issue of appointment letter.

23. नियुक्ति पत्र जारी होने के बाद भी यदि कोई गलती पाई जाती है, तो विश्वविद्यालय चयन की प्रक्रिया में किसी भी चरण में उम्मीदवार को किए गए किसी भी संचार को संशोधित करने/वापस लेने/रद्द करने का अधिकार सुरक्षित रखता है।

24. The selected candidate shall be governed by the New Pension Scheme. However, this shall not apply in case of in-service candidates governed by OPS.
25. In case of any disputes /suits or legal proceedings against the University, the jurisdiction shall be confined to the Srinagar Courts only.
