ADVERTISEMENT NOTICE

Position: External Certified Trainer (Resource Person)

Eligibility:

Age: 25–45 years as on the date of notification
Domicile: Must be a domicile of Jammu & Kashmir
Education Qualification: Minimum Bachelor’s degree in Economics, Commerce, Business Administration or Engineering, with at least 60% marks (from a UGC recognised university).
Experience: Relevant experience in entrepreneurship development, finance, marketing or related fields is desirable.

Incentive Structure (As per Section 5.11 of Guidelines)

₹1,500 per batch of 20 participants upon course completion.
₹7,500 per batch if loans are sanctioned to ≥ 1/3rd participants.
₹7,500 per batch if ≤ 1/3rd participants establish enterprise.
Maximum potential incentive per batch: ₹15,000.
Two batches per month. Maximum potential remuneration per month: ₹60,000. (Details available in guidelines)

Role and Responsibilities:

Conduct in-person and hybrid training sessions under the Hybrid Capacity Building Model.
Mentor aspiring entrepreneurs in business planning, financial management, and marketing.
Facilitate participant learning through Mission YUVA app and other platforms.
Monitor trainee progress and assist in project completions.
Track progress, maintain records and coordinate with SBDU and DLIC for reporting.

Registration:

Eligible and interested candidates must register on the Mission YUVA portal at https://missionyuva.jk.gov.in/Home → Application → Self-Registration/Institute.
Registration is open year-round; applications will be processed on a rolling basis.

Automated Screening, Evaluation & Document Verification:

Applications received online will be screened by the Mission YUVA portal based on eligibility parameters and the Marking Matrix provided in the Capacity Building Guidelines.
Only candidates whose documents are found to be genuine and who meet the benchmark scores shall be appointed as External Trainers. DLIC, supported by the SBDU, must verify the authenticity of all documents submitted.

Responsible Authorities:

SBDU: Initial scrutiny and shortlisting based on the automated score.
DLIC: Final approval of shortlisted trainers in line with evaluation results, ensuring only candidates who meet the benchmark qualifying score are empanelled.

Qualifying Score:

Minimum 70 marks out of 100 marks.
If adequate candidates are not available within one month, SBDU may recommend lowering to 60 marks, subject to DLIC approval (as per the guidelines).

Minimum Trainer Pool Requirement:

As per the guidelines, the District must maintain an active pool of 10–15 empanelled trainers at any given time.
In case of attrition or dropouts, DLIC must promptly onboard additional trainers from the waiting list to meet this requirement.
