Office of the Joint Electricity Regulatory Commission (JERC) Recruitment 2026

The Joint Electricity Regulatory Commission for the Union Territories of J&K and Ladakh (JERC-JKL) has issued a formal notice inviting applications for the position of Independent Member(s). These roles are specifically designated for the Consumer Grievances Redressal Forum (CGRF).

One Independent Member will be appointed for each of the following distribution licensees: Jammu Power Distribution Corporation Limited (JPDCL), Kashmir Power Distribution Corporation Limited (KPDCL), and Ladakh Power Development Department (LPDD).

Eligibility and Qualifications

Candidates interested in these positions must meet specific educational and professional benchmarks to ensure the effective redressal of consumer grievances within the power sector of Jammu, Kashmir, and Ladakh.

Minimum Educational Qualification	Working Experience
Bachelor’s degree preferably in Engineering (Electrical / Mechanical / Electronics / Computer) / Law / Public Administration / Journalism / Economics / Political Science or equivalent.	5 years of experience in power sector related matters. A retired civil servant of Additional Secretary level of UT of J&K / Deputy Secretary level in Govt. of India (i.e. of Level 12) OR A retired Electrical Engineer not below the rank of Superintending Engineer having experience in distribution of electricity.

Terms and Conditions of Engagement

The engagement is contractual and governed by the JERC (Consumer Grievances Redressal Forum, Electricity Ombudsman and Consumer Advocacy) Regulations, 2023. Key highlights include:

Monthly Remuneration: Rs. 30,000/- per month.
Tenure: Initial appointment for one year, extendable annually up to four additional years or until the age of 65, whichever is earlier.
Leaves: Entitlement to 12 days of Casual Leave per calendar year.
Travel: Entitled to TA/DA as admissible to a Level-12 Officer of the UT of J&K for official tours.

Disqualifications for Membership

According to the Terms of Reference (ToR), no person shall be eligible to continue as a member if they have been adjudged insolvent, convicted of an offence involving moral turpitude, or become physically/mentally incapable. Membership may also be terminated for proved misbehaviour or negligence of duties.

The power distribution sector in Jammu & Kashmir and Ladakh is undergoing significant structural reforms to improve efficiency and consumer satisfaction. The role of the CGRF is pivotal in maintaining transparency between utility providers like KPDCL and JPDCL and the end-users.

Applications must be sent via registered post. The final deadline for the receipt of applications is 30th March, 2026, by 5:00 P.M.
